DR-087 — The private docs-site IS citable for authorised consumers; provenance is admitted via an additive docs-site anchor scheme (amends DR-086b)

DR-086b ruled the private docs-site never a citation source. Owner ruling (S489) reverses that half: the docs-site IS a valid citation source for authorised consumers — access control is the safeguard, not non-citability (provenance to the originating page is needed for human curation and producer re-runs). Scope: a docs-site citation is admitted only into the platform-owned, access-controlled system-baseline lane, never a public/client-owned bundle; DR-086b’s public-canonical citation-base ruling is otherwise unchanged.

Mechanism (additive — the public git-blob path is byte-identical): git-pinned blob URLs to the private docs-site repo, via AUTHORISED_DOCS_SITE_BLOB_BASE / build_docs_site_citation / is_docs_site_citation in canonical:scripts/cocoindex_pipeline/producer/resource_uri.py (landed 8aa52164; DR-025’s reference-concept boundary unchanged).
