DR-059 — Legacy .doc/.xls form ingest: convert-on-upload

Legacy binary Office forms (.doc/.xls) are converted on upload (LibreOffice headless on the extraction worker) into their OOXML equivalents and then follow the standard .docx/.xlsx extraction plane.
