DR-036 — record_embeddings is the single embeddings home; no permanent inline-vector exceptions

Every embedding lives in public.record_embeddings (owner_kind, owner_id, model) — a new entity kind extends the owner_kind CHECK (precedent: company_profile, migrated S449/S450), it does not keep a private inline vector column.
