DR-060 — Producer memo delta-determinism contract (`enrich_concept`); config re-draft is a manual, logged operator act, not automatic

The enrich_concept memo fingerprint follows the {132.38} MEMO-DELTA.md contract (owner-ratified S469): the source adapter arg is excluded (memo_key={'source': None} — keeps sources/l_records.py cocoindex-free); the BI-18 delta signal is a per-concept content_version computed once at list_concepts() time, over-invalidation-biased (DR-047); entity_mentions/entity_relationships gained a real updated_at + trigger (id-131 migration); the effective ontology is excluded from the Pass-1 fingerprint (write-gate concern — DR-054/DR-027); BI-9 transitive staleness is an accepted bounded residual (MD-7a).

Config re-draft is manual, never automatic (OQ-MD-1, OKF-aligned). A prompt/model/max-tokens change does not auto-invalidate the corpus; it is a deliberate operator version= bump recorded in the bundle’s OKF §7 log.md. Full contract + rationale: specs/id-132-okf-concept-producer/MEMO-DELTA.md.
