The controlled-vocabulary register (29 CV files + the register README; 8 CVs deleted under the id-417 B3 ruling, S535) relocated here at the ID-68.27 OQ-E branch-(b) cutover. This space is the canonical home; the public repo retains only a frozen fixture of the parity-relevant baselines under __tests__/fixtures/ontology/.
