DR-086b — Repo-visibility + citation-base ruling: canonical is PUBLIC and is the citation base; all bundle repos and the docs-site are PRIVATE

The canonical repo is public and stays public: tool/api/schema concepts in the
system-baseline bundle cite git-pinned public canonical blob URLs directly. ALL bundle
repos remain private — platform-owned (canonical-okf-showcase, canonical-okf-system)
and client-owned alike — and the docs-site remains private.
Amended clause (restored S499; the sweep had silently deleted it): this ruling originally also held “concepts must never cite either [private repo] — a private URL is not a citation”. That clause is amended by DR-087: the docs-site IS citable for authorised consumers, admitted only into the access-controlled system-baseline lane.
Companion cadence ruling: the HC-5 concept round-trip eval is to run per release
