DR-056 — Procurement form-first reconciles with the id-71 application-umbrella ontology

ID-145’s form-first re-architecture (“a procurement item IS one form”, DR-038) is reconciled with id-71 OQ-4, not a supersession of it: application_types survives as the app catalogue and procurement stays the application umbrella (id-71’s kept — not renamed — list_active_procurement / get_procurement_detail reads hold). Only the per-instance workspaces / procurement_workspaces container retires (DR-038). The umbrella MCP tools are re-keyed (id argument workspace→form) without renaming; the id-145 R8/BI-42 hard-rename is narrowed to genuinely-false vocabulary only (bid-era names, cite_content’s content_item_id arg, show_procurement_dashboard’s workspace-taking form_id arg). q_a_pairs.source_workspace_id provenance re-homes onto the form grain. Forward note (outstanding as of S499 — no task minted): the intelligence lane will also migrate off workspaces, so workspaces is destined for full retirement — do not design it as permanent; ~20 live call sites (intelligence, feeds, search) still read it.
