DR-084 — Knip baseline file is counts-only; per-raise attribution lives in the raising commit's message

.knip-baseline.json carries ONLY the counts plus a short head note. Every future raise/ratchet goes in a dedicated commit whose MESSAGE carries the attribution; the file’s git history is the archive. Do not inflate the file. (docs/runbooks/ci.md §6 procedure text may still describe the old in-file convention — update on next touch.)
