DR-049 — Every staging DB refresh / branch-recreate re-runs the DR-035 ACL sweep as a mandatory step

Schema-only squash baselines do NOT carry function ACLs forward, so any staging refresh or branch-recreate MUST re-run the DR-035 sweep (REVOKE-from-PUBLIC + default-privileges + born-locked event-trigger verification) as an explicit post-refresh step — never an assumed carry-over.
